Only your close relatives will give you alliances. Marrying off your mother will not get you an alliance unless you are in her dynasty. Likewise if your prestige is too high or it's obvious you have political ambitions they may refuse the match for "political reasons" :-/ If you are yourself not a valuable ally (your dynasty prestige is low) they will not want to marry your family. If you are not yourself an independent ruler, dukes inside your realm are also helpful assuming medium or lower crown authority. You want alliances with independent rulers outside your realm.
If you right click in the marriage screen it will have a country icon clicking on that will show you the country that person currently rules. Hovering over it will tell you who the alliance is with. The suitors with blue flags are the ones that give alliances.
You can change the ranking however you like though. By default it should be ranked according to the prestige gain from the marriage, possibly also alliance strength and age.
